I. Meeting convened at 6:10p. In attendance were: Lurline Underbrink Curran, James Newberry, Jim Cervenka, Catherine Ross, Kent Meyer, Duane Dailey, Barbara Hopwood Douglas, Robert Anderson, A.T.Stoddard, Gary McGraw and Sue Ann Fitch.
II. Upon the motion of Gary McGraw, the second of Duane Dailey and unanimous vote in favor, the minutes of the meeting of July 18, 2000 were approved.
III. (a) Job fair is 9/16/00 Saturday in Walden. [Update: only one potential employee showed] (b) Grand Lake summer lodging surveys are out and in the process of return/collection. (c) After discussion, and upon the motion of James Newberry, the second of Kent Meyer, and the unanimous vote in favor, the TAC approved payment (from the CDOT grant in support of TAC efforts for registration) meals, lodging and transportation for one TAC member (Barbara Hopwood Douglas) at the fall CASTA conference. (d) After review by the voting members of the LSC % completion letter of August 18, 2000, upon the motion of Kent Meyer, the second of Gary McGraw and the unanimous vote in favor by the TAC voting members, LSC invoice #21124 in the amount of $5,619.51 was approved for payment from the member contributions. (e) RMNP transit study is complete and on its way to us [Update: we only received the Executive Summary and are requesting a copy of the complete report.] (f) A.T. Stoddard gave an update on Steve Ellis' (CDOT) comments re the draft TDP. (g) The August public meetings were poorly attended: The August 29th Grand Lake meeting informed 4 non-TAC persons; The folks attending the August 30th Winter Park public meeting were all TAC members; and only one non-TAC person attended the August 31st Walden public meeting. (h) Sue Ann answered Grand County Manager's question indicating that she knew of no available senior grant funding available at this time; A.T. Stoddard's reply was the same except he suggested United Way.
IV. A.T.Stoddard provided a summary of the comments he has received to date about the draft TDP. Any additional comments should be provided to him not later than Friday, September 22, 2000. A.T. presented for discussion two inserts (see attached), based upon comments of CDOT and others, that will be included in the final TDP. Discussion ensued. A.T. will make a presentation at the 10/2/00 Mayors & Managers Meeting.
V. There was lengthy discussion about what future action, if any, to take on transit issues and the recommendations in the LSC Transportation Development Program report. It was decided that there is insufficient support, at this time, for funding the position of 'transit coordinator' in Grand County and that recommendation will be deleted. Completion of certain additional tasks during the next 24 months, e.g. grant writing (5309, 5310, 5311, senior van), shuttle coordination service publicity, and website updating, will be outsourced. Susie Masterson is in the process of including Lift Shuttle information in the WP Guest guide and Gary McGraw will contact her to determine the cost of creating, publishing and distributing 10,000 shuttle coordination promotional guides. Lurline Underbrink Curran will determine the approximate cost of hiring a professional grant writer to write and submit the four grant proposals by spring 2001. Sue Ann gave her estimates of funds remaining in various TAC accounts and obtain accurate information about existing funds and grant restrictions. Sue Ann will also contact Eden Recor about his charge ($25/hour) to keep updated the TAC website and to add shuttle coordination publicity. These tasks will be complete by Wednesday, September 20, 2000 and the information provided to A.T.Stoddard who will prepare a budget for discussion at the Monday, October 2, 2000 Mayors and Managers Meeting (and the final TDP).
VI. A first run of the final TDP will be sent to the voting members not later than October 12, 2000. Any revision comments should then be immediately delivered to A.T. Stoddard either by mail, by phone (1.800.677.1671) or by e-mail (ATStoddard@lsccs.com). The Grand County Commissioners will take up approval of the final TDP at the November 7, 2000 commissioners' meeting, time TBA. Grand County will provide prior public notice of this proposed action. A.T. will contact Kent Crowder of Jackson County to determine when their Commissioners will take up approval of the final TDP.
VII. No next TAC meeting was set, pending approval of the final TDP. The meeting was adjourned at 7:32p.
