Stoddard presented discussion points re Technical Memorandum #2. .Comments included: Grand Lake Circulator: still doesn't include Grand Lake Lodge; Visitor surveys not representative of community & average age was 29; Henderson commuter service doesn't mention the reason for NOT including service FROM Kremmling. Reason should be discussed;
Re: Non-emergency trips from Denver: Home James can't because their PUC permit only allows a stop at Kipling and DIA. Would require PUC permit amendment for either Home James or Ryder to provide. Possibly Senior Van could do this for fee.
Further Comments re TM#2: Re: Long-range: A.T. "Not sure that there is sufficient broad-based support for RTA w/in 6 year timeframe." In order to do RTA, have to have two successful votes AND have to get all the affected communities to buy in. But, if we're going to change the way we do transportation in Grand County, then we need to really change the way we do transportation. Something this important (creating an RTA) should be AT LEAST a public educational component during the short range plan. There's a lot of work to be done. An RTA is an important tool for getting all the other things accomplished. Is an RTA really feasible in the 6-year time-frame? Bob Anderson: "with affordable housing, GCHA, trails, hospital district, etc. there is a lot on the community plate over the next 6 years and perhaps the long range planning is a better place for the issue." James Newberry & "the RTA should be on the short range planning, but there will be many issues competing for attention & $." Discussion: Where should RTA be in the 6 year TDP? Consensus was RTA formation should be planned for year 5; revenue starts coming in year 6. Federal Transit assistance can be applied for during the first year that $$ come in from RTA (this is the matching revenue).
Add into the long-range plan the reinstitution of a Kremmling stop for passenger rail. The ;ong-range plan should include a bus/van tie-in component to whatever is developed to improve the I-70 corridor congestion problems & Grand-Jackson Transit folks should be directly involved in this process.
Put Chapter on short-range goals FIRST, then follow with long-range (reverse chapter order).
Most feasible short-range plan: Coordinate existing transit services to allow general public to get on, charge $1 each way AND get community/county/towns/employers to contribute as well & might be able to get some federal assistance with this sort of income as the 20% match. The problem is that it takes so much time and effort for the driver to manage variable fares. Gary McGraw "strong opinion that collection of fares is simply not worth it." SURVEYS : 18 responses may represent everyone who generally rides the COA vans & so TM#2 statement that survey "isn't representative" may not be accurate.

After school transportation & if it is just one bus & then it needs to go to Fraser/WP first; institute GL later. Has it been explored to have an EGSD employee drive the bus home in each direction? What about GLMRD's offer to allow use of one of their vans for this purpose?
Lurline: "when I read through this plan, there's not a big enough component to service the elderly/handicapped. It needs to be spelled out much more completely. Particularly the purchase of new vans. Be sure to include vehicle replacement schedules,"
Survey results should be determined and explained by age of respondent, if available.
For general purposes, ALL vehicles recommended for transit use in Grand County need to be equipped with ski AND snowboard AND bicycle carriers.
Page V-10: what is the "entire PRT transit sytem" ? What does PRT mean?
Don't use "Grand County Transit Manager Position" because it implies that it will be paid for by the County. Perhaps "county-wide transit coordinator," or just "transit coordinator."
Rather than "marketing," perhaps "public education?"
Manuscript comments: Put chapter headings on each page. Figure II-24; guaranteed is misspelled. Shouldn't it be employee incentives, not "employer" incentives? Would be helpful to compare/contrast employer/employee surveys. Page VIII-5, should be "who are UNable to get around w/o relying upon friends/"
