TRANSIT
ADVISORY COMMITTEE - MINUTES
3/2/00
I.
After the completion of the presentation by A.T.Stoddard
and Jim Charlier, a very short regular TAC meeting was held to
conduct the following business.
In attendance were:
Ingrid Karlstrom, Gary McGraw, Duane Dailey, James Newberry,
Catherine Ross, Barbara Hopwood Douglas, Sue Ann Fitch, Janet
Aley, Steve Saffle, Wm. Kent Crowder, Jim Cervenka, Lurline Underbrink-Curran, Becky
Swatzell, Ross Adams, Kent Meyer, Doug Laraby, Jim Gerton, Debbie
Campbell, Daryl Shrum, Richard Wyatt, and Kim Adams.
II.
Upon the motion of Gary McGraw, the second of
Duane Dailey and a unanimous vote in favor, the minutes
of the TAC meeting of 2/3/00 were approved.
III.
Surveys.
Catherine Ross inquired of A.T. Stoddard exactly how many
lodging/visitor surveys are needed from Fraser/WP to be statistically
valid (1,000 having been sent out). Mr. Stoddard replied ìthe more the better,î
but 600 replies would be adequate.
After discussion of the cost and effort involved in the
telephone surveys, Catherine Ross moved, and Gary McGraw seconded,
to delay taking the telephone surveys until summer and use this
random process to determine public support for the various alternatives
developed by the transit consultant.
The motion carried unanimously.
Upon the motion of Gary McGraw, the second of Debbie Campbell
and a unanimously vote in favor, it was decided not to
proceed with any newspaper insert surveys due to the cost.
Sue Ann Fitch informed the group that the website surveys,
at http://transit.rkymtnhi.com,
should be up for input mid-week next week.
IV.
Funds.
Sue Ann Fitch informed the group that the CDOT ($15,000)
grant should be executed in mid-March. Grand and Jackson County are completing their
execution of the documents and then once the State receives federal
approval, the contract will be finalized.
The American Public Transit Association grant application
($5,000 application for public transit education & advocacy)
should be decided upon early next week.
After discussion, payment of the following sums was approved
unanimously from the following accounts:
a.
reimburse LSC $1000 for surveys input (outside contract). NWCCOG grant. [Motion by Catherine Ross, second

b.
reimburse GC/JC Dept. of Social Svcs. For time spent gathering
demographic data and plotting ( $100).
NWCCOG grant. [Motion by Kent Meyer, second by Kent Crowder]
c.
reimburse GC Clerk/Recorder for surveys copies ($300).
NWCCOG grant. [Motion by Becky Swatzell, second by Gary
McGraw]
d.
WinterPark Web (≈ $125 for setting up e-surveys on
website). NWCCOG grant. [Motion by Catherine Ross, second
by Gary McGraw]
e.
Chair re surveys $587.18.
NWCCOG grant. [Motion by Barbara Hopwood Douglas, second
by Catherine Ross]
The chair
also raised the subject of reimbursement for hours spent administering
the TAC community and regional planning efforts.
Since September it has been often a full-time job, without
pay. Catherine Ross
stated that this issue was one to be resolved by the voting members,
and not by the entire TAC.
Sue Ann Fitch will prepare a proposal and submit it to
Gary McGraw who will disseminate it with his comments to all the
voting members for action.
V.
Bus rides now!
Sue Ann Fitch is still finalizing the information about
which and where the public can ride existing ski bus services.
Steve Saffle and Gary McGraw confirmed that the WPRA employee
shuttle will now travel through the Granby shortcut (past MPHS
and the Panther Den) and that the 2nd a.m. shuttle
is full. That information
will be published in the local newspapers.
VI.
James Newberry will assist in getting Grand County YOUTH
facility demographics to the consultant and Duane Dailey will
assist in getting Grand County MEDICAL demographic information
to LSC. Sue
Ann Fitch will get an existing list to each asap.
VII.
Next Existing Transit Provider Subcommittee meeting
Monday, April 10, 2000 at 1:30p.
Next TAC regular meeting will be Monday, April 10,
2000 at 6p at 81 W. Agate.
