TRANSIT ADVISORY COMMITTEE -  MINUTES 1/6/00

I.                       

I. The meeting of the TAC was commenced at 6:00 p.m. in the Commissioners' room at the Grand County Courthouse in Hot Sulphur Springs. Present were: Sue Ann Fitch, James Newberry, Duane Dailey, Barbara Hopwood Douglas, Wm. Kent Crowder, Ingrid Karlstrom, Gary McGraw, Debra Campbell, Kent Meyer, Steve Saffle, Jim Cervenka, Paige Chavoustie, Lurline Underbrink-Curran and Don Dempsey.

II. The minutes of the December 1999 meeting were reviewed and, upon the motion of Gary McGraw and second of Kent Meyer, approved as is.

III. Board/Council/personal resolutions regarding commitment to the TDP process still have not been received from the Town of Granby, Town of Hot Sulphur Springs, Town of Walden or West Grand and North Park Schools. Various people volunteered to follow up encouraging representatives from these entities to regularly attend TAC meetings.

As Janet Aley was unable to attend tonight, Sue Ann discussed the results of the highly successful 1/5/00 first meeting of Existing Transit Providers. (See attached minutes of that meeting). The next Existing Transit Provider Subcommittee meeting will be same place, 2/14/00, at 1:30p. A new North Park Transit Provider, Sage Grouse Tours, came to that meeting and will also be a new TAC member.

The RFP subcommittee spent this afternoon interviewing three potential TDP expert consultants to prepare Grand and Jackson County transit plans. One presenting group stood out above the others and, if reference checks are satisfactory, this group will be offered the contract. The written presentations of the three proposers were ranked very closely and the differences in cost estimates were not significant. The TAC agreed with the recommendation of its RFP committee to check the references of LSC/Charlier and then to offer LSC/Charlier the TDP contract if the reference checks were satisfactory. Drafts of the consultant contract have been or will be reviewed by the voting members and counsel for the counties. Further revisions should go to Bill_Baum@skiwinterpark.com or to Sue Ann by 1/14/00. Reference check assignments are: Sue Ann (CDOT,TransFort); Duane (Heckert, Evans); Gary (Jackson Hole, Aspen); Daryl (Gunnison, Steamboat), Barbara (Boulder, Oregon, Washington), Lurline (Boulder). Comments on reference checks should be to Sue Ann by Friday, 1/14 so contract can be awarded.

Shelly Koehler of Summit Stage was not present to give an update on the progress of the Kremmling-Silverthorne/Commuter Connections project, but Duane Dailey indicated he believes it is not up and running because of lack of commitment by Kremmling residents. Much interest was expressed in the several meetings, but commitments have not yet followed.

After some discussion, it was decided to go with http://www.Grand-JacksonTransit. as a domain name for our website. Appreciation was expressed to Pat Howlett of CoWebLink (WinterParkWeb) for his offer to design & host a website without cost to the TAC.

New TAC member and Fraser resident Don Dempsey, one of the CIFGA (Colorado Intermountain Fixed Guideway Authority) consultants, showed the 12/99 12 minute CIFGA video, ìMonorail Proposal.î Assuming this proposal is either placed on ballot by the Colorado legislature or petition, we will each have the opportunity in 2000 to vote on funding a test line for this project, from Dillon/Silverthorne to Frisco. Don answered a number of questions from the other TAC members about this project.

IV. The meeting was adjourned at 7:30p. The next TAC work meeting will be Thursday, February 3, 2000 6p-8:30p in Granby.
