Attached please find the Grand County Transit Advisory Committee's response to an additional set of questions which were unsuccessfully e-mailed to me at 3:56p on 11/3/99.  Again, if you would like me to e-mail the original RFP (or either addendum) to you for your use in developing your bid/proposal, please let me know at esmerelda1@hotmail.com .

 

Please note that we have EXTENDED the deadline by which RFP bids/proposals must be received in Hot Sulphur Springs, Colorado to

4:00 p.m. on FRIDAY, DECEMBER 10, 1999.

 

This second addendum to the RFP has been e-mailed to those prospective consultants for which I have an e-mail address and mailed by U.S. Mail to all others.  In order for your bid/proposal to be considered, you must include with your bid/proposal a fully executed copy of the second page of this memorandum indicating your receipt of this Addendum No. 2 as well as Addendum No. 1 dated 11/8/99.  

 

This addendum is issued pursuant to Section II. B. 4 of the RFP.  

 

Please note that a DOCUMENT PACKET may now be obtained directly from KOPY KAT PRINTING as described in Item No. 4 below, page 3.  If you would like a packet delivered BEFORE Thanksgiving,

you must notify Kopy Kat

by 12:00 NOON ON FRIDAY, NOVEMBER 19, 1999.

TRANSIT ADVISORY COMMITTEE

RFP ADDENDUM NO. 2

 

 1.            FUNDING .  Assuming approval of all pending public entity budgets (required within the next 30 days), funding of the proposed TDP budget is committed without dependence upon grants.  The consultant [team] is not expected to be involved in grant application preparation regarding the cost of the TDP.

2.            ADMINISTRATIVE SUPPORT (continued from Addendum No. 1, #5, page 4).   Please itemize the estimated cost of ìdesign, printing and distribution of newsletters and documents, copying services, etc.î in your bid/proposal.  At subsequent meetings of the TAC fulfilling these tasks through TAC member in-kind support will be discussed.

 

3.            Meetings with TAC, its chair, and/or Grand/Jackson County representatives (continued from Addendum No. 1, #8, page 5)   In addition, the consultant [team] will be expected to use his/her/their professional expertise and judgment to initiate and/or attend all Grand/Jackson County meetings necessary to meet the stated RFP goal:   ìAll workmanship in the performance of these services shall be of highest quality, and shall include the latest innovations and developments available.î

 

4.            Retention of Reports (continued from Addendum No. 1, #7, page 5).   The following reports identified in Section IV.A. Summary (pages 6-7) of the RFP are currently available and copies may be obtained through Kopy Kat Printing, 461 E. Agate Avenue, Granby, CO  80446 (970) 887-3320 (phone), (970) 887-9560 (fax) by paying for copying ($170) and UPS delivery ($10) costs.  This cost assumes a savings realized by making multiple copies of the packet at the same time.  If you know you want to order a copy of these materials, which may be retained, please contact Kopy Kat Printing by 12:00 noon on Friday, November 19, 1999.  Copies of the document packet will then be made and sent UPS delivery for receipt by Wednesday, November 24, 1999, the day before Thanksgiving.  The entire packet is available for your review at Kopy Kat during business hours.  Please call ahead to confirm space availability.

The cost of copying the following documents is not included in the above amount as the documents have not been received and the total number of pages is yet unknown:  Jackson County Master Growth Plan; two Council(s) on Aging Surveys (Grand, Jackson Counties).

 

5.            SURVEYS (continued from  RFP Addendum No. 1, #6, page 5). Please itemize in your bid/proposal (by type/design/printing/mailing/data gathering/data analysis per 100 persons) the estimated cost of additional surveys focused on the issue of transit/transportation.  The TAC/Grand/Jackson Counties have not  considered that these surveys be performed as a separate project, with its own scope and budget.   

 

6.            CREATING A ëCOMMON VISION.'            Section IV.B., Task 1, states that the TAC will establish the specific goals and objectives for transit in the study area and the TDP.  Commencement of this process awaits the TDP contract award and the assistance of the consultant [team] selected.  The process of data collection will proceed simultaneously with establishing community transit goals and objectives.  (But it should be noted that the tasks described in the RFP set out very rough outlines of transit goals and objectives.)

 

7.            types and releases of software used by the Counties FOR GIS AND other mapping.  Digital data can be provided from both counties in (a) PC ARC info shape files; (b) ArcView coverages, and (c) AutoCad drawings.  Grand County is in Colorado State Plane Coordinates (NAD '83) system, North Zone 3451; Jackson County is in Colorado State Plane Coordinates (NAD '27) system, North Zone 3451.  Export/conversion file utility for both counties is via E00 files.
